Answer: No you need eyelets to fasten the bottom. Blows up like a skirt. -

Considering using on wrought iron pool fence. Does it act like a sail with the wind and bend the fence? or can wind pass through and save fence?
Answer: In most low to moderate wind, the wind blows through but the fabric puts a fair amount of pressure on the fence. In high winds the fabric puts a large amount of force on the fence. -

Answer: If you are zip tying it to a chain link fence it does. Did for me anyways. -

I live on the blue ridge plateau in virginia. Could I use this on a homemade fence to make my garden deer proof?
Answer: The fence fabric is sturdy, but the resistance to deer would come from the posts - their strength and spacing. I believe wire is more deer proof. -
